To whom it may concern
I wanted to write to you regarding proposals by Transport for London (TfL) to withdraw the 654 bus route. I represent Hayes, Coney Hall, and Keston Village, through which the 654 runs. The proposal to withdraw this service has raised serious concerns and I urge you to reconsider the decision.
In our area, only the 353 bus offers a viable alternative for students using the 654. However, the 353 is already overcrowded during school times and cannot handle additional demand. Without the 654, residents will face longer journeys, needing to change buses in Bromley for services to Locksbottom, Crofton, and Orpington. Existing routes, like the 246 to Keston and 146 to Downe, are already struggling with capacity issues. In a semi-rural area like ours, with limited transport options, this is a significant concern.
The proposed cuts go against promises made by the Mayor regarding public transport improvements as part of the Ultra-Low Emission Zone (ULEZ). My residents were promised a ‘ULEZ dividend’ of increased investment in public transport – yet withdrawing bus routes contradicts this pledge. At the same time, TfL is consulting on expanding services in Inner London, such as the B1 ‘Bakerloop’. This does little to change the perception amongst my residents that TfL is simply not interested, nor understands, communities in Bromley – and indeed Outer London – like Hayes & Coney Hall.
The social impact of this decision should also be considered. Bromley is home to several outstanding schools, including St. Olave’s Grammar. Removing the 654 route could limit access for vulnerable students, affecting social mobility and educational opportunities.
I strongly urge you to continue the 654 bus route and invest in better public transport for Hayes, Coney Hall, and Keston Village. My community deserves nothing less than reliable, accessible transport options.
In the public interest, I will be publishing this letter.
With best wishes,
Cllr. Josh Coldspring-White
Councillor for Hayes, Coney Hall and Keston Village
